The military base sucks. Apart from the bags, the military base sucks hard. I just finished clearing the entire base and I was overwhelmingly disappointed with the loot I got. I went there when 4 months of in-game time had passed and reaching the base was a real struggle due to the trees and bushes growing on the road and blocking my path.

The only place I've found M16s and the like is at the military checkpoint near Louisville. Military base definitely isn't worth the sheer hassle of going there, it should be given a proper road in my opinion.
