Destroy the ones that contain salvaged frigate modules. The freighters will shoot at you and sentinel ships will come after you. You can either ignore them, fight back, or run away.

I've also found region after region with nothing but C class. If you get frustrated, you can always search in NMS coordinate exchange for "S class derelict" and get glyphs. The MS Eunoh is the most famous as it gives you 250 LY upgrades as well as 20% fleet fuel reduction bonuses. (Both are max; all other S class modules have set values.)The first one opens the door.
