Waterworks gear is definitely worth getting. Paired with crafted boots for critical block as you level up, it is the best gear available until you reach level 90 and can get Hades' gear. The stats depend on your school, but it is absolutely worth it. It will last you for the rest of the game. Get it.

I would say zigzag gives you more damage and less resist, while waterworks is the opposite (less damage, more resist. I reccomend you get waterworks, even if you're a storm. You kind of need some defense. I will generally farm Zigazag for the Hat and the Robe and Waterworks for the Boots.

But if you can farm ww, they are way better for the stats. Wintertusk has nearly the exact same damage as ww, but lower in resistance. But you said you struggle with survivability so I'm not quite sure whether you should use wintertusk or not.
