In my experience no. I've been farming Summit daily for 2+ weeks for the Memento and I still don't have one. In my opinion freeroam is the best place to farm exotics. Every activity after completing it can drop a exotic. The activities are very quick to complete thus giving you a lot of drop chances per hour.
