When I'm unsure, I start at the center and work in a widening circle to the outside. It wouldn't hurt to make two full passes to achieve your final torque. IF your converter clutch is bouncing in & out of lock up under light throttle application..... I would suspect a bad vacuum meter valve. There is a vacuum switch that will cancel lock up when vacuum drops far enough..
