The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

Okumura was a cakewalk on Merciless. Yeah, he's much harder to beat on Hard because you're in that inconvenient place where enemies are tougher but you don't get the damage bonus for hitting weaknesses, and the whole fight is about that. Merciless makes it much easier as you get massive damage for hitting weaknesses.
