The strengthen government modifier made me think of doing a trade focused build with Under One Rule to empower clerks. Gotten as many advisors on the council as possible to get gray eminence for the stacking modifier.

Under one rule has the strongest synth ascension, so going all in on materialist traits is the strongest imo. Also ruler type matters quite a bit. Even though the under one rule trait means that you don't care that much for veteran class traits, you will need to pick them after you go beyond level 8. There's also the destiny traits. Don't know if anyone else has spotted this but I started an Under One Rule game with the explicit purpose of keeping my starting ruler alive until they could become the Chosen One. After years of carefully managed research and a few lucky breaks I finally got the opportunity to make her Chosen of the Eater and a true God-Empress at the age of 260.
