I have built all the houses, but the dialogue to hire a steward still doesn't appear. You have to bring a follower to your house. When you get there, your follower should mention that your fine estate should have a steward, and will offer to be one for you. Not all followers can be stewards. My preffered Steward for goldenhill is Roggi Knot-Beard. He doesn't have a combat class and his level cap is amongst the lowest available. Plus he managed a meadery IIRC so it makes sense to put him in a management position. Derkeethus, Illia, Aranea, Jenassa.
