You need to find out "for your specific area" if At&t & TMo work equally well- or at all. Each of the Big 3 has different dead areas. You can buy a trial kit for mint mobile for $5, they were on sale for just $2 at my local best buy. It's 7 day trial and if you like it you can just keep the sim and buy a plan online.
Mint will let you set a budget, and let you know if you're off track, but you're basically on your own for managing it.
