Move all of the BIOS files into this “system” folder. The fix for this is to enable the Core Option for "Boot to BIOS", exit RA, delete all of the vmu_save*.bin files, start RA/Flycast. It will boot to BIOS where you can select the VMU option, select one of the VMUs, click the "All" icon in upper-left, click Delete All and the VMU will be formatted/intialized.

So my steps were below. Get standalone version of RetroArch. Download PCSX2 core with it. Install the PCSX2 core in the cores folder of the steam version. Get PCSX2. Get PS2 Bios. Install the portable version within the systems folder. put the bios in the pcsx2 install directory (Which is in the steam version systems folder)
