I know the odds of unlocking them starts at 80% for every envoy you send, but this goes down for every other civ that joins them (by how much it goes down I don't know). In my game there's 3 civs that have already joined them (8 player game). Don't know if I've been incredibly unlucky, the max number of civs have joined them, or it's a bug.The unique unit is super cheap, so you can run agoge and spam them out. Then suicide them into the enemy to boost vampire strength. Then with the eurekas you can quickly upgrade to stronger units to reset vampire base strength. And you don’t need to run maintenance on a huge army, you just need one.
