They're both level 2 spells, and I think it's creative. If I was dming I might allow it, but not RAW. Maybe they roll the save with advantage instead. It doesnt give you infinite "stick", so it depends on how much force levitate provides. I'd likely rule the same as if a player grabbed onto a fixed object though.
