If you want quickstep in your off-hand; put a weapon in your off-hand that does quickstep. It should use it instead of your main-hand weapon art. The only time you use your main hand weapon art is if your off-hand is empty, or holding an item with 'No Weapon Art'. #3.
That means lots and lots of dodging. When the game first came out I used quickstep and a katana to take out the pumpkin duo in Caelid solo melee at a reasonable level and weapon upgrade.
