If you get weapons like katanas with innate bleed and make them occult, you'll get higher damage from arcane scaling but the bleed will also go up with your arcane, just not as much as straight up bleed infused weapons. It is still worth it to dual wield them, people just aren't gonna be able to cheese the game with status effects.
